NO DECEMBER BOARD MEETING

Holly McCune, President, called the meeting to order at 6:30 p.m.  A quorum of directors was present.


Homeowners’ Open Forum:
·         No items were brought forth from the homeowner’s present.


Approval of Minutes:
Art moved to approve the minutes from September, seconded by Steve, motion carried.


Finance Report:
·         Art reviewed the 2017 budget draft that had been done thus far. While the draft is not completed, the early recommendation is that the monthly assessments will not increase for 2017. Final draft will be ready for review and approval at the November meeting.
·         The Board reviewed the delinquency report, specifically former homeowners whose balance is still on the books. After discussing the possibilities of collecting said balances, Art moved to remove the former homeowner balances from the books, seconded by Linda, motion carried.


President Report:
·         Holly reported that the most recent damage to the front entry gate was due to vehicle impact. The responsible party is not known at this time.
·         Cox Communications still continues to perform work within the community and causing damage to the irrigation system in the process. Will continue to work with our contact to ensure the repairs are completed correctly.





Committee Reports


Pool Committee-
·         The hot water heater for the pool shower as well as the dispensers for both paper towels and toilet paper in the pool bathrooms are in need of replacement. Art moved to allow the purchase of the new heater and dispensers for an amount not to exceed $2,000.00, seconded by Brad, motion carried.
·         Art reported that the quote provided by Rich Gerard Pool & Repair for the pool tile replacement came in at $1,485.00. Noel moved to accept the quote, seconded by Art, motion carried. The pool will be closed from November 26, 2016 to December 5, 2016.
·         The umbrellas in the pool area will need to be addressed in the near future as they are starting to deteriorate. Cost for exact replacements will be reviewed as will possibly replacing with cloth umbrellas.


Old Business:

Front Entrance-
·         Linda provided two quotes to the Board for the landscaping at the front entrance. Steve moved to accept the quote from Sun Country for an amount not to exceed $8,000.00, seconded by Brad, motion carried.   


New Business:

Newsletter-
·         A Fall newsletter will be drafted and distributed to all owners.

Holiday Decorations
·         The Board agreed to decorate the front entrance for the upcoming holiday season. Amber will research the cost of possibly having a company do the decorating.

Information Boxes
·         Art reported that he had researched cost to install outdoor information boxes near the mailboxes and the cost was very minimal. Noel moved to install the information boxes next to all mailboxes for an amount not to exceed $400.00, seconded by Art, motion carried.

Homeowners’ Open Forum:
·         Inquiry was made as to when the gravel in the common areas will be replaced.
·         Pool bathrooms continue to be an issue with lack of cleaning and attention.


Approval of Minutes:
Linda moved to approve the minutes from August, seconded by Brad, motion carried.


Finance Report:
·         Assessment income was over budget for the month of August
·         Overage in water usage was attributed to irrigation leaks and broken sprinkler heads
·         Overage in insurance due to renewal of policy
·         Reserve transfers on budget


Committee Reports

Nation Request
·         The Board reviewed a request from 9466 North 105th Place to modify their front yard. Art moved to accept the request as presented, seconded by Brad, motion carried.


Pool Committee
·         Pool tiles will be replaced in either November or December. Two companies have been contacted in an effort to obtain a new portering company.


Old Business:

·         Scottsdale Ranch Irrigation Approval –
o   Linda shared with the Board that after viewing the landscaping around the front entrances of other communities within Scottsdale Ranch, she reached out to the landscape companies that maintain said landscaping. It was discovered that the irrigation systems for the other properties were a mixture of drip systems and bubblers which is what Suntree currently has possibly eliminating the need for a complete overhaul of the existing system.  Art moved to allow Linda to procure additional quotes for the front irrigation, seconded by Brad, motion carried.


New Business:

Tree Trimming Quotes-

·         The Board reviewed tree trimming quotes from Sage Tree Care and Caretaker. Steve moved to accept the quote from Caretaker minus the Ficus trees, seconded by Linda, motion carried.

The purpose of the meeting was explain the bids for improvements to the front entrance as suggested by the Suntree East architectural committee and in response of being non-compliant with Scottsdale Ranch.

Homeowners’ Open Forum:
·         Concerns brought to the Board from homeowner’s present included possible changes to the front entrance, plant replacement and tree removal.

Approval of Minutes:
Noel moved to approve the minutes from April, seconded by Linda, motion carried.
Holly moved to approve the minutes from May as amended, seconded by Steve, motion carried.   

President’s Report:
·         A meeting has been scheduled with Scottsdale Ranch to review the plants that were installed at the front entrance.
·         Water leak scheduled for repair in front of 10645 Fanfol.
·         Palm trees will be trimmed by Groundskeeper. Timeframe is prior to the end of the month.

Finance Report:
·         Future projects will be scheduled based on the RDA Study.
·         Irrigation costs are above budget and repairs will be ongoing due to the nature of the system.
·         Water continues to be under budget

Committee Reports:

a.       Pool Committee
·         Art will speak to the pool company in regards to maintaining the pool temperature.
·         Pool tiles are in need of repair/replacement which will be done in the Fall.



Old Business:
·          Home Improvement Book & Guideline Updates – Discussion tabled until the August meeting.

·         Front Entrance Renovations –
o   After much discussion regarding proposed possible changes for the front entrance, the topic was tables until the August meeting.

New Business:
·         Board Secretary Position- With the Board Secretary position currently open, Holly asked that the board members consider the position and what it entails before she officially asks for a volunteer.

Homeowners’ Open Forum:
·         No concerns were brought up by the homeowners present.

Approval of Minutes:
April minutes were not available for review. They will be reviewed and approved at the next meeting.

President’s Report:
·         A meeting has been scheduled with Cox to discuss reimbursement for the sleeve installation.
·         Reports of Bobcats in the community. Fish & Game will not remove. It was recommended that homeowners carry air horns when out walking.

Finance Report:
·         Concern expressed about the 8-9 delinquent homeowners that have not paid the special assessment to date.  They are all with the attorney and/or collections.

Committee Reports:

a.       Home Improvement Committee
·         There are currently three homeowners working on a character study for Suntree East. Study will identify architectural style and characteristics of.

b.      Pool Committee
·         Water level was too high; float has been adjusted.
·         Pool tiles are in need of repair/replacement. Art has met with the same company that completed the pool deck work to review what might be needed. Awaiting quote for repair with a target start date at end of November 2016.

c.       Rules & Regulations Committee
·         Steve, Lisa and Brad volunteered to review current Rules & Regulations for opportunities to update/change current guidelines.


d.      Tree/Shrub Committee
·         Palm trees need to be trimmed.

Old Business:
·          Front entrance renovation discussion -
o   Additional signage-Nancy Brandl will be contacted to obtain status of signage for entry gates.
o   Roof Tile replacement for cut outs on Via Linda and repairs on Mountainview - Lisa is currently obtaining quotes for the repair/replacement of the tile at entry gates.
o   Landscape- The landscaping at the front entrance is doing well. Palm trees are healthy and plants/flowers are in bloom.

·         Common Walls –
o   Outer repairs and paint have been completed. The tops of the walls will be filled in.

New Business:
·         Open Board Position- Noel moved to appoint Linda Wood to the open position on the Board of Directors, seconded by Art, approved.

·         Concern about SCRA restrictions regarding on-street parking in Suntree East.
Approval of Minutes:
MOTION:  It was moved and seconded to approve the minutes of the regular board meeting on
March 21, 2016.  APPROVED.

Finance Report:
·         Possibility of utilizing small claims court for collecting delinquent accounts.
·         Attorney is still pursuing delinquent accounts.

Committee Reports:

a.       Home Improvement Committee
·         Linda Wood will join the Home Improvement Committee

b.      Pool Committee
·         Art has targeted the end of November/beginning of December for the repairs to the pool tiles. Project should take no longer than two weeks.

c.       Tree/Shrub Committee
·         Quote from Groundskeeper to trim the trees on Mt View was reviewed. Noel moved to accept the quote, seconded by Art, motion carried.
·         Lisa and Joe complied a listing of those front yards without trees and possible replacement trees.
·         Joe will address the empty planters on Mt. View



Old Business:
·          Front entrance renovation discussion -
o   Jenkins to provide a quote to install irrigation at the front entrance.
o   Date Palm at entrance seems to be struggling. Joe will watch and advise if any action is needed.

·         Common Walls –
o   Outer repairs and paint have been completed but filling in and covering the open blocks was not included in the contract. GNS will completed the repair.

New Business:
·         Pool Furniture- The white straps on the chaise lounges will be replaced.

Community Reminder! NO PETS ARE ALLOWED IN THE POOL AREA.



As a friendly reminder, PETS are not allowed in the pool area or in the pool. 

The rules are posted at the main pool entrance and again on the wall by the water fountain. 

Maricopa County makes unscheduled pool checks at Suntree East and can shut down the pool for 30 days if the PET RULE is violated.

Bobcats, Coyotes and a ( Mountain Lion?)

We have seen an increase of bobcat activity in the neighborhood. Scottsdale Ranch has also received several calls from the surrounding communities.

WE WANT TO KEEP EVERYONE AND THE WILDLIFE SAFE.

During the last few weeks there have been multiple calls in the SRCA office to report bobcats roaming in the Scottsdale Ranch area.  At this time of year when the temperature is rising, there will be an increase in bobcat activity.  Arizona Game and Fish suggests keeping all pet food dishes, both food and water indoors.  As bobcats are often looking for a water source it is important to avoid overwatering your lawn, clear any puddles and immediately fix any broken sprinkler heads.  Please be aware that the hunting and shooting of these animals is illegal within the city limits.  If you encounter a bobcat, mountain lion or javelina in your neighborhood, do not approach or feed them.

BOBCAT FACTS: Directly From Arizona Game and Fish Website:


Bobcats are common throughout Arizona at all elevations, especially in rim rock and chaparral areas, and in the outskirts of urban areas where food is readily available. Bobcats are generally seen alone, but groups may consist of mating pairs, siblings, or mothers with kittens. Bobcats are most active around sunset and sunrise, and it is not uncommon to find one napping under a shrub in a brush filled backyard. Individual bobcats will defend a territory of one to 12 square miles..


Possible Conflicts with Humans and Pets
If you see a bobcat near your home, there is no need to panic. Bobcats rarely attack people. However, if a bobcat does attack a human, it generally will have symptoms of rabies. Bobcats may be attracted to a yard that has abundant wildlife, domestic birds, small pets, water, and shade or other shelter. Small pets need to be protected from bobcats and other predators. Keep small pets indoors, in an enclosed area with a roof, or on a leash when outside. Domestic birds should be kept in an enclosed area with a sturdy roof (a 6-foot tall fence is not necessarily good protection), and do not spread seed that attracts other wildlife. Do not feed bobcats, as this can encourage them to become too comfortable around humans.
What Attracts Them?
Bobcats may visit an area to find food, water, shelter, or the space they need to live.
  • Food may include birds, rodents, rabbits, small unattended pets, poultry or other domestic birds, and other small livestock.
  • Water in pools, birdbaths, fountains, and pets' water dishes can attract bobcats. They will sometimes defecate in shallow water (such as pools and fountains).
  • Shelter for bobcats can include rooftops, attics, and the space underneath decks. Other small spaces can make attractive dens also, and bobcats will sometimes rest during the day or bask in the sun. This makes them attracted to thick brush, shade, and unoccupied yards.
What Should I Do?
You may choose to watch and enjoy a bobcat or bobcat family sharing your yard. However, if you have small pets or livestock, you may want to discourage the bobcat from coming onto your property. Remember, your neighbor may think differently, and it is always a good idea to keep wildlife wild.
To discourage a bobcat, immediately
  • Scare off with loud noises or spray with a garden hose.
  • If the animal is confined, open a gate, have all people leave the area, and allow it to leave on its own. If it is still confined the following day, or trapped inside a residence, contact a wildlife control business or the Arizona Game and Fish Department.
  • Check for kittens in the area, and if kittens are there, then consider tolerating them for a few weeks until the kittens are large enough to leave the area with their mother.
In an emergency
In the rare occasion that a bobcat bites a person or appears hyperactive, there may be some health concerns. Take the following actions:
  • Contact your county animal control office.
  • Fight back if it has attacked.
  • Avoid the area and stay indoors.
  • Call your local Arizona Game and Fish Department office (8-5, Monday -Friday excluding holidays). Also, call Arizona Game and Fish if severe property damage has occurred, or if there is possession of a live bobcat. After hours and weekends, a radio dispatcher is available at (623) 236-7201.
Remember, removal is usually a last resort
Bobcats tend to be abundant where food is plentiful, and different bobcats will keep visiting the same area if attractants aren't removed. Homeowners may trap and relocate the animal, but should contact the Arizona Game and Fish Department for an appropriate release location before transporting the animal. For a fee,wildlife control businesses will remove animals from the property.
To prevent further problems
  • Keep domestic animals (dogs, cats, chickens, rabbits, rodents, etc.) in a secured enclosure with a sturdy roof.
  • Feed your pets inside, or remove uneaten pet food between feedings.
  • Close or patch openings in fences.
  • Keep shrubbery, grass, etc. trimmed to deny bobcats hiding cover.
  • Deny access to bobcats by putting up fencing. However, since bobcats can jump up to 12 feet, a 6-foot fence may not deter them if they are attracted to something in the yard.
  • Work with your neighbors to achieve a consistent solution to the situation.

Possible Conflicts with Humans and Pets
Urban sprawl often results in shrinking habitat and increases the number of conflicts between humans and wildlife, such as mountain lions. Conflicts can occur when a mountain lion becomes too accustomed to the presence of people, often near where we live or recreate, and begin preying on livestock or other domestic animals. Although uncommon, mountain lion attacks on humans occasionally occur.
What Attracts Them?
Mountain lions most often pass through human-occupied space, but may stay longer if they have access to food, water, or shelter.
  • Food sources found near people’s homes includes deer, javelina, rabbits, unsecured domestic animals, or livestock.
  • Water for drinking can include a swimming pool, fountain, pond, or pet’s water bowl.
  • Mountain lions might use “cave-like” areas beneath sheds, unused buildings, and storm drains, or elevated wooden patios, for shelter.
Other factors that may contribute to mountain lions presence around humans include:
  • Drought - Wildlife will come into urban fringe areas to search for food and water.
  • Wildfires - Arizona wildfires damage vital habitat and force animals into new areas.
  • Habituation to humans through close contact, exposure, and increased development near wildlife habitat.
What Should I Do?
Mountain lions are predators capable of seriously injuring or killing humans. The Arizona Game and Fish Department is committed to helping people learn how to behave responsibly and live safely in proximity to mountain lions, and to removing animals that are a potential threat to the public.
The risk of attack by a mountain lion is small, but real; children are most at risk. Mountain lions may return repeatedly if food, water, or shelter is available. However, mountain lions use natural areas, such as washes, to move through populated areas to more remote areas, and such movements are necessary to prevent problems with inbreeding and local extinction associated with habitat fragmentation. If food, water, and shelter are not available, mountain lions generally move on to other areas more quickly. If you live or recreate in lion country, remain aware of your surroundings and take steps to minimize risks to yourself, your family, and pets.
If you encounter a mountain lion
  • Do not approach the animal. Most mountain lions will try to avoid a confrontation. Give them a way to escape.
  • Stay calm and speak loudly and firmly.
  • Do not run from a mountain lion. Running may stimulate a mountain lion’s instinct to chase.
  • Stand and face the animal. Make eye contact.
  • Appear larger by raising your arms or opening your jacket if you are wearing one. Throw stones, branches, or whatever you can reach without crouching or turning your back. Wave your arms slowly. The idea is to convince the lion that you are not easy prey and that you may be a danger to it.
  • Maintain eye contact and slowly back away toward a building, vehicle, or busy area.
  • Protect small children so they won’t panic and run.
  • Fight back if attacked. Many potential victims have fought back successfully with rocks, sticks, caps, jackets, garden tools, their bare hands, and even mountain bikes. Since a mountain lion usually tries to bite the head or neck, try to remain standing and face the animal.
